L.C.M of x and 3x is 3x.

$\frac{3(x-1)-1(2x+1)}{3x}$

$\frac{3x-3-2x-1}{3x}$ = $\frac{x-4}{3x}$

$\frac{x-4}{3x}$ = $\frac{2}{3}$, 3x - 12 = 6x

3x = - 12,
